Ah, so the FAA holds off until the very last second, issues license, blast off, giving the busy bodies not enough time to do anything. I don't know why the law suit has to wait for a launch license, though. Seems to me the impact of early Starships hovering and exploding all the time, plus the all engine test fire of the booster, have created more environmental impact than the actual launch will. I believe sea turtles and piping plovers are the 2 big concerns the lawsuit, if filed, will be related to.
