The FAA has clarified what their policy will be regarding operation of non-ADS-B Out equipped aircraft after Jan 1 2020. There will be an option for approval from ATC to operate without ADS-B Out on a case by case basis. BUT!!! This will be limited to operators who have the work scheduled but not completed. "The policy is very clear: these per-flight authorizations should absolutely not be viewed as a backup option to ADS-B or justification for not equipping," said Heidi Williams, NBAA director, air traffic services and infrastructure. Chip, you're snipping Ms. Williams quote a little short. That last sentence of her statement in that article was: Quote: Such authorizations are primarily intended for operators awaiting their scheduled ADS-B installation past the Jan. 1, 2020, deadline, or for pilots who infrequently operate in the affected airspace.” With the possible exception of flight above 10,000 msl, I haven't been in ADS-B rule space for nearly two years. If I exclude that one Class C visit, it probably goes back more than 7 years. I think that my use of this ADS-B equipage exception will be well justified. On the other hand, if I had to use this exception on a more regular basis I think I would just find some avionics shop willing to schedule me an installation sometime in, say, 2030.

A reputable avionics shop that would intentionally deceive the FAA to help you out.  On the other hand, if your statement should have been in green....... sorry, mine too.
