VFR REQUIRES 1/2 hr reserve
IFR REQUIRES 45 min reserve.
Maybe I said wrong but you understand my intent.

Maybe I said wrong but you understand my intent. Got it. Sounds like you're subtracting estimated required reserves from the usable fuel quantity. That's not normally done when stating usable fuel which is just total fuel minus unusable fuel and would be a single larger number than the figures you posted. It is typical to publish IFR and VFR "range" which accounts for fuel used to take off and climb to some stated cruise altitude along with the required fuel reserves for the type of flight plan. Of course that's based on mythical "zero wind" conditions and a specified power setting in cruise.
